BHTA members involved in property adaptations and accessible kitchen supply are encouraged to review a tender from LHC Procurement Group for its ‘Refurbishment and Modernisation Scotland Framework Agreement (RM4S)’. The opportunity includes dedicated lots for aids and adaptations, and the supply of kitchens, including accessible options for people with reduced mobility.
LHC Procurement Group is procuring the framework on behalf of the Scottish Procurement Alliance (SPA). It builds on the existing RM3 framework and will support refurbishment, improvement, repair, maintenance, and modernisation across residential and non-residential buildings.
The framework will be available to eligible public sector organisations across Scotland, including local authorities, housing associations, NHS bodies, and educational establishments.
Each lot is divided into five regional areas: North Eastern Scotland, Highlands and Islands, Eastern Scotland, West Central Scotland, and Southern Scotland. Suppliers may bid for one or more lots and regional areas, subject to the procurement documents.
The framework comprises 16 lots. The following two lots cover adaptations and inclusive kitchen products relevant to BHTA members.
Lot 7: Aids and adaptations
This lot covers works to adapt properties and buildings to support accessibility, usability, safety, and independent living. It includes access adaptations, bathroom and kitchen alterations, ramps, handrails, lifts, widening works, specialist fittings, and associated works.
The estimated lot value is £27 million excluding VAT, with no value bands.
Lot 16: Kitchen (supply only)
This lot covers the manufacture, supply, and delivery of domestic and inclusive kitchens, including accessible kitchen options for people with reduced mobility.
Associated support may include surveys, kitchen design, resident choice services, quotations, product advice, delivery, and after-sales support. The lot can support planned replacement programmes, refurbishment, new developments, and individual replacement requirements. Kitchen installation works and full commercial catering kitchens are excluded.
The estimated lot value is £18 million excluding VAT, with no value bands.
The notice states that framework lot values may be shared with other lots.
This tender is suitable for small and medium-sized enterprises, as well as larger providers.
Subject to sufficient qualifying bids, LHC Procurement Group intends to appoint no more than 10 suppliers for each lot and regional area. Applicable reserved allocations for micro and small enterprises are included within this limit. Where an allocation is not met by the 10 highest-ranked qualifying bidders, qualifying micro or small enterprises may replace the lowest-ranked selected bidders as required.
Unfilled allocations will revert to the general ranking, and the framework will not operate a reserve list.
The framework is being procured through an open procedure. Tenders will be evaluated on quality, weighted at 70 percent, and price, weighted at 30 percent. The quality assessment comprises general technical, workstream-specific, regional, and social value questions.
Contracts under the framework may be awarded through mini-competition or direct award, in accordance with the framework agreement.
There is no fee to apply for or be appointed to the framework. Appointed suppliers will pay a 2.5 percent levy on payments received under contracts awarded through it, calculated excluding VAT and the levy itself.
Suppliers must submit tenders electronically, in English, through the In-tend procurement portal by 12pm on 11 December 2026. The deadline for enquiries is 5pm on 20 November 2026.
All procurement documents, clarifications, amendments, and updates are available through the portal.
Enquiries should be directed to Daniella Bryans at [email protected].
