BHTA members supplying defibrillators, resuscitation equipment, and associated consumables are encouraged to review a new NHS Supply Chain (NHSSC) tender covering equipment, accessories, and support services across the UK.

NHSSC aims to meet its customers’ needs and support whole-life cost analysis by enabling the combined procurement of capital equipment and consumables.

Key details

  • Reference: Project_1708
  • Estimated framework value: £160 million excluding VAT, shared across the five lots.
  • Duration: 31 July 2027 to 30 July 2029, with an option to extend for a further two years.
  • Estimated award decision date: 1 June 2027.

Tender overview

The framework covers external defibrillation equipment, related services, accessories, consumables, spare parts, and mechanical chest compression devices.

External defibrillation consumables will be removed from the existing ‘Electrodes, Ultrasound Gels, Defibrillation and Related Consumables’ framework and incorporated into the new ‘External Defibrillation Equipment, Consumables and Support Services 2027’ agreement. The new agreement will launch in phases, with capital equipment available from 2 August 2027 and associated consumables from 1 February 2028.

Lots

The framework comprises five lots.

Lot 1: Automated external defibrillators (AEDs), including AEDs with manual override

This lot covers portable medical devices that analyse cardiac rhythm and deliver defibrillation therapy to patients experiencing sudden cardiac arrest. Devices must provide clear visual and audible instructions to guide users through each step. The scope includes fully automatic, semi-automatic, and manual override AEDs for hospital and public access environments.

Lot 2: Defibrillator/monitor for hospital use

Devices must be portable defibrillator/monitors intended for acute hospital environments, including emergency departments, critical care, wards, and resuscitation teams. Systems must combine manual defibrillation, automated external defibrillation, and advanced physiological monitoring within a single integrated platform.

Lot 3: Monitor/defibrillator for emergency medical services (EMS) use

Devices must be robust, portable monitor/defibrillators designed for pre-hospital and EMS environments, including ambulance services, rapid response vehicles, air ambulances, and community resuscitation settings.

Lot 4: Mechanical chest compression devices and associated accessories

Devices must deliver consistent, high-quality chest compressions to patients in cardiac arrest, supporting circulation to vital organs where manual cardiopulmonary resuscitation (CPR) is impractical or insufficient. They are designed to provide uninterrupted compressions at a controlled rate and depth, reducing variability associated with manual CPR and enabling sustained resuscitation efforts.

Lot 5: Defibrillation consumables

This lot includes electrodes for AEDs and defibrillation pads for manual paddles. These single-use devices deliver a controlled electrical shock from a defibrillator to a patient’s chest to restore a normal heart rhythm or manage arrhythmias. They typically comprise self-adhesive pads with conductive gel and connecting leads, designed for rapid application during resuscitation.

Supplier requirements

This tender is suitable for suppliers of the equipment and consumables covered by the lots that meet the following certification and participation requirements.

Quality certification: Tenderers must hold ISO 9001:2015, ISO 13485:2016, or Medical Device Single Audit Program (MDSAP) certification accredited by the UK Accreditation Service (UKAS), or an international equivalent. Certification must cover all segments of the tenderer’s and product’s supply chain, including sales, manufacturing, storage, and distribution.

Product conformity: CE certification and declarations of conformity must be provided at tender submission where applicable.

Modern slavery: Tenderers with an annual turnover of at least £36 million must have a link to their modern slavery statement on their website. Tenderers must also have achieved a Modern Slavery Assessment Tool (MSAT) score of at least 41 percent within the 12 months before the tender deadline and shared it with NHSSC through the Supplier Registration Service portal.

Sustainability: Tenderers must have completed the Evergreen Sustainable Supplier Assessment and achieved Level One or above within the 12 months before the tender deadline.

Carbon reduction: Tenderers must publish a valid carbon reduction plan meeting PPN 006 requirements on their website. Suppliers without a website may provide the plan as a PDF; exemptions may apply in exceptional circumstances.

Cyber security: Tenderers handling patient or personal data, or providing IT systems, services, or devices, must hold Cyber Essentials Plus certification.

Procurement and evaluation

The procurement uses an open procedure, with no limit on the number of framework suppliers. Contracts under the framework may be awarded with or without competition.

Price accounts for 40 percent and quality criteria for 60 percent of the total score for every lot. The quality criteria carry the following weightings within the total score:

Lot 1: Value-based procurement (VBP) accounts for 20 percent; social value, 10 percent; framework growth and supply, 9 percent; obsolescence support, 6 percent; and lead time, service restoration, and UK stockholding, 5 percent each.

Lots 2, 3, and 4: VBP accounts for 25 percent; social value, 10 percent; framework growth and supply, 9 percent; training, 6 percent; and pre-purchase support and obsolescence support, 5 percent each.

Lot 5: VBP supply chain risk management and VBP inventory and supply chain resilience each account for 15 percent; social value and lead time, 10 percent each; and framework growth and supply and complaint resolution, 5 percent each.

How to apply

Tenders must be submitted through the NHSSC procurement portal by 3pm on 10 December 2026.

Suppliers must register or log in and select ‘ITTs Open to All Suppliers’. The invitation is listed as ‘ITT_2397 – Project_1708 – External Defibrillation Equipment, Consumables and Support Services’. Suppliers must then select ‘Express intent’ followed by ‘Intend to Respond’.

Suppliers must respond to ITT_2397 and at least one lot invitation: ITT_2405, ITT_2406, ITT_2407, ITT_2408, or ITT_2409.

Technical support for the portal is available on 0800 069 8630 or at [email protected].
