BHTA members involved in community equipment and independent living aids are encouraged to review a tender for an integrated community equipment loans service covering Doncaster, Rotherham, and Sheffield.

The service will support adults and children to live safely and independently at home, facilitate hospital discharge, and help prevent hospital admissions. Sheffield City Council is leading the joint procurement on behalf of City of Doncaster Council, Metropolitan Borough of Rotherham Council, and South Yorkshire Integrated Care Board.

Tender overview

The Doncaster, Rotherham and Sheffield Integrated Community Equipment Loans Service will cover the procurement, supply, storage, delivery, and collection of equipment and aids for daily living. It also includes decontamination, repairs, servicing, maintenance, reuse, and recycling.

The service will ensure eligible people of all ages receive timely access to safe, effective equipment that meets their assessed needs.

Key details

  • Reference: 100115292.
  • Estimated value: £140 million excluding VAT.
  • Initial contract term: 1 May 2027 to 30 April 2032.
  • Extension options: An initial three-year extension, followed by a further two years, potentially extending the contract to 30 April 2037.
  • Estimated award decision date: 15 January 2027.

Service requirements

Commissioners require a responsive service that meets national guidelines for equipment delivery, collection, and active recall. The provider must offer efficient IT-based stock control and storage facilities, alongside robust infection control, cleaning, and decontamination measures.

Requirements also cover servicing, maintenance, warranties, and repairs. The service must have sufficient flexibility to respond to changes in national or local policy.

Procurement and evaluation

The procurement uses an open procedure under the light touch regime.

Quality will account for 60 percent of the overall evaluation score, price for 30 percent, and social value for 10 percent. Further details are available in the tender documentation.

Suppliers should access the tender documentation and submit tenders electronically through the EU Supply portal.

The deadline for enquiries is 5pm on 9 November 2026. Tenders must be submitted in English by 12pm on 20 November 2026.
